"In charge of the agricultural department of Military Liaison Greece, this officer, in spite of vast difficulties, has laid the foundation of a successful harvest. On arrival he found an Agricultural Minister who possessed no permanent officials and no policy, and later, when the initial buildup had begun, the rebellion took place, disrupting the Civil Service machinery, constricting the sphere of operations and turning back essential ships which contained all the seeds for winter sowing. Undismayed Lt. Col. Dickie built up in an amazingly short time in agreed governmental policy, a Ministry which could operate and called forward supplies to counterbalance the existing deficiencies. His tact and drive with the Greek Government and officials have been unique and he will be remembered with gratitude by them for many years.

In short he has laid the firm foundations of the rebuilding and reorganisation of Greek agriculture."
