"As Liaison officer between the Polish Institute of Technical Research and the British authorities concerned Col. Lukaczewski has rendered very valuable services since January 1941 n the selection of technically qualified Polish officers for employment in the Research, Design, and Inspection Departments of the Ministry of Supply.
The number of officers so employed since 1941 is approximately 300; they have almost invariably shown a high standard of technical efficiency and personal qualities and, as they became more proficient in English, have been able to pull their full weight alongside their British colleagues. Their employment has been of the utmost value in dealing with the difficult situation arising from the acute shortage of a sufficient number of qualified British Officers for this work.
It has been largely owing to Col. Lucaczewski's zeal, energy and tact coupled with his mastering of the English language that initial difficulties were overcome and the Officers knowledge and skill utilized to the best advantage.
Col. Lukaczewski's frequent visits to H.Q. Ministry of Supply and Head of Outstation Establishments have done much to promote and forster the harmonious relations which have existed between all concerned since the inception of the scheme. I strongly recommend him from this reward.
