Recommendation:
"This officer started Resistance work in 1941 in the AUBE department and worked unceasingly until the liberation regardless of the personal risks he was running. He played an important part in arming the Resistance forces in his area, participating in all parachute receptions between early 1942 and 1944.
In April 1943 Lieut. BALTHAZAR was contacted by a British organizer and he later co-operated with several other British officers. As Head of a sabotage group he carried out a large number of operations before D-Day against enemy communications, derailing several trains. In June 1944 he organised a MAquis Group in the LUSIGNY area where he planned and executed guerilla actions on a large scale. He personally led several ambushes of enemy road convoys, and in one pitched battle against enemy S.S. troops he was severely wounded.
For his devotion with the Resistance and for his courage and leadership in action against the enemy, it is recommended thet Liet. BALTHAZAR be awarded the Military Cross."
