"Distinguished himself by extraordinary achievement while participating in aerial flight as an AC-119K Aerial Gunner in Southeast Asia on 16 March 1971. On that date Sergeant Williams and his crew were directed to attack a heavily defended supply route. Despite intens anitaircraftfire and unexpected aircraft maneuvers, Sergeant Williams exhibited superior airmanship and courage in providing continuous firepower, resulting in the damage and destruction of several hostile supply vehicles. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Williams reflect great credit upon himself and the United States Air Force."
