Citation:
"This officer joined the I.S.L.D. ( Inter-Services Liaison Department red.) in Singapore in October 1940, one of his first duties being to revivie our relationship with Sectude (W/T agent red.) in French Indo China. This was successfully accomplished in Saigon in December 1940, and may be said to have inaugurated the coast-watching network which has operated along the F.I.C. coast-line with such excellent results until recently.
Visits were next paid to Bangkok by this officer during 1941 for the purpose of recruiting agents. A second visit to Saigon to brief Sectude for the impending Japanese invasion was made just prior to an emergency trip to Alor Star to organise "left behinds" in Malaya. The latter atempt failed due to the rapid Japanese advance and subject left Singapore for India in January 1942.
From Calcutta he went to Burma and in March 1942 opened the Burma post for the penetration of Siam. This was followed by the opening of the Kunming Post.
On his return to Calcutta subject became head of an organisation which has been responsible for our activities in S.E. Asia.
Throughout his service of 4 3/4 years in this organisation, subject has never spared himself, showing at alle times great keenness and drive."
