"For extraordinary heroism in action while serving with Company C, 119th Infantry Regiment, 30th Division, A.E.F., near Busigny, France, 9 October 1918. During the operations near Busigny, on 9 October Private Barbour, with one other soldier, voluntarily left his place of comparative safety and advanced into the open in the face of close-range machine-gun fire, to rescue a severely wounded comrade. He received a severe wound while engaged in this self-appointed task, from which he later died."
