Citation:
"This officer worked thoughout 1944 with a British organiser in western Normandy. He played a large part in the recruitment and training of sabotage groups and in the reception and distribution of arms and material.
From D.Day onwards, he acted as second in command of the circuit, and in this capacity undertook the most dangerous liaison work and constandly exposed himself to danger to ensure the safety of his chief.
Although his work was primarily of an organising nature, Lieut. Le Personnic took part in a number of engagements with the enemy, and on each occasion showed initiative and exemplary bravery. He personally led sabotage attacks against enemy rail transport in the Ille et Vilaine both before and after D.Day.
For his devoted work and for his courage in the face of the enemy, it is recommended that this officer be appointed a Member in the Order of the British Empire (Military Division)."
