"Lieutenant Colonel (then Major) Van den Belt directed the Public Health Section of the Netherlands Military Administration. He provided planning and implementation necessary to establish such safeguarding against the spread of disease and epidemic so that military operations would not be jeopardized thereby (...) During operations in the Netherlands his leadership and his highest technical qualifications was largely responsible for the fact that Allied Armies did not have to contend with any serious problems of disease among the civil population in spite of mass starvation, flooding of large areas and the lack of vital necessities that confronted the civil population."
