James A. C. Hill entered the Royal Navy on 15th September 1914. He succeeded Cdr. Firth, who died on We-Hai-Wei island, as CO of HMS Westcott on 1st September 1938. On arrival in Malta, Cdr Hill left the ship for the Admiralty's Plans Division (HMS President) and worked with Cdr Cazalet drawing up plans for sabotage actions in the Netherlands and France should they be occupied by German forces as proved to be the case. He was subsequently tasked to lead Operation XD-B in 1940. More information can be found here.
Cdr Hill was in command of about 100 strong combined naval and army saboteur unit in Rotterdam: Territorial Army "Demo" Party XB (Kent Fortress Royal Engineers) and RN "Demo" Party B. Hill arrived on board of the HMS Wild Swan in Hook of Holland. In the evening of May 10, he received instructions to contribute to the gold transport from Rotterdam to the United Kingdom.
Commander Hill, Ordinary Seamen Higgs and Goshank were killed when Loodsboot 19 hit a magnetic mine at the Nieuwe Waterweg between Vlaardingen en Maassluis in the morning of 10 May 1940. Aboard was a small part of the Dutch gold reserve, which had to be kept out of German hands.
