"For gallant and able leadership in the attack over the Sambre Canal on 4th November, 1918. He commanded the platoon which first effected a crossing over the canal, and it was chiefly owing to his energy and initiative that a crossing was effected at a very critical time of the attack. In the subsequent advance he again showed great ability."

"Brigadier Rabino was Banking Adviser to the Supreme Allied Commander and subsequently representative of the Treasury attached to the British Minister at A.F.H.Q. during the NORTH AFRICAN Campaign: He was similarly employed during the Campaign in EUROPE being eventually attached to the British Embassy PARIS.
His wide knowledge of international fnance questions, his ability, and sound judgment, combined with tact and charm of manner contributed immeasurably to solving the intricate international finance problems which faced the Supreme Command in both Theatres.
He established excellent relations with all the Allies and his hard work - ability and understanding were instrumental in securing sound international financial agreement on matters of paramount importance to the Allied Governments concerned."
