Barwell, British Army, as Liaison Officer, Office of the Chief Signal Officer, European Theater of Operations, from September 1942 to September 1944, through his consummate tact, understanding and devotion ot duty, provided active and effective assistance in coordinating the British and United States communications systems in the United Kingdom during a period of unprecedented growth and movement.
