"For exceptionally meritorious conduct in the performance of outstanding service to the Government of the United States as District Commandant and Commander in New Zealand from the outbreak of hostilities until October, 1944, and as Quartermaster-General from August, 1944, to December 1945. During this period, Major-General (then Brigadier) Weir rendered exceptional and outstanding service in providing liaison between the New Zealand and United States Forces stationed in southern New Zealand. His leadership and foresight were of inestimable value in preparing and perfecting military establishments, service of supply, equipment, and transportation for the United States Armed Forces. By his keen efficiency and energy, he contributed greatly to the successful prosecution of the Allied war effort."
