This memorial is dedicated to Lieutenant General Emile J.H. Dossin (Liège 1854 - Ixelles 1936). In 1914 he was commander of the 2nd Army Division and was able to stop the German offensive with his units during the Battle of the Yser near Sint-Joris. The flooding also took place under him. The Dossin barracks in Mechelen, from which Jews and Gypsies were deported to the concentration camps during the Second World War, is named after him.
