Monument in memory of a Belgian lieutenant, Jules Rasquin.

ici a été abbattu lors d'un sabotage l'adjutant SRA Jules Rasquin de Herstal. Groupe A.L and G.

Translation:

During a sabotage, the adjutant SRA Jules Rasquin from/from Herstal (B) was shot here.

According to the internet, SRA could mean: le Service de Reseignement et d'Action. They would be members of the Belgian resistance from WW2. It is therefore possible that after the surrender of Belgium in May 1940, this adjutant joined the resistance and was shot later in the war during a sabotage action.

What Groupe A.L and G means is not known. Probably the group that had it installed.
