This prison was built by the Russian in 1902 and futher expanded by the Japanese in 1907. The new complex served as labor camp, concentration camp and extermination camp. There were 2000 people held in the Lüshun concentraton camp each year in the period:1907 - 1936. From 1942 to August 1945, approximately 700 inmates were killed systematically in the camp. It was liberated by the Red Army on 27 August 1945. Lüshun Concentration Camp was the biggest concentration camp in Northern China.
