Prior to the battle at Ligny, Napoleon climbed the steps the mill. From here he could overlook the fields at Ligny and he drew up his action plan to attack the Prussian troops at Ligny and Saint-Amand. He sent Field Marshal Ney to the west, to attack Wellington's troops at Quatre Bras.
