The construction of this large underground complex began on 11 November 1944 and was stopped on 15 August 1945. Between 7.000 and 10.000 Korean forced laborers were used to build the complex. It is estimated that 1.500 of them died under brutal conditions. The complex was to be used by Emperor Hirohito and the Imperial General Headquarters to direct the Japanese armed forces against the Allied invasion of Japan. The facility was never completed.
