Recommendation:
"This officer became in May 1944, Conducting Officer to the French agents at the British Headquarters near Algiers working to the resistance Forces in France.
Hi appreciation of training methods and his handling of the personal and administrative problems of the students were a valuable contribution to the smooth functioning of the joint effort.
On the night of the 9th June 1944, Lieutenant-Colonel Vivier was parachuted into Frence as Liaison Officer between the Southern Zone and all missions west of the Rhone.
He travelled extensively throughout the Massif Central both in uniform and in civilian clothes, and worked in cordial cooperation with the British.
Lieutenant-Colonel Vivier, who was subsequently General le Gaulle's Military Delegate for the Southern Zone, contributed largely to the atmosphere of friendliness between the Allies, and his excellent serviced greatly assisted towards the success achived by Resistance in his area.
It is recommended that this Officer be appointed an Officer of the Order of the British Empire (Military Division)(Honorary).
