"For Gallantry in action on April 22, 1945, near Finale, Italy. An enemy machine gun about 250 yards away opened up on the rifle company of which Private First Class Smart was a member. Private Smart, without hesitation, volunteered to crawl over the level terrain to knock out the machine gun emplacement. He received fire from the machine gun to his front as well as the machine gun across the road about 400 yards away. Private Smart killed the two machine gunners with accurate fire from his M1. The elimination of the enemy machine guns allowed two rifle companies to advance rapidly on their objective. Private Smart’s fearlessness, combat skill and will to destroy the enemy reflect great credit on himself and the Infantry of the United States Army."
