Citation:
"For heroism, not involving participation in aerial flight, in connection with military operations against a hostile force in the Republic of Vietnam. Specialist Four Bailey distinguished himself by exceptional valorous action on 23 February 1969, while serving as an aircraft flight engineer with Company D, 229 th Aviation Battalion ( Assault Helicopter) (Airmobile) during a ground attack at Dau Tieng base camp, Republic of Vietnam. Specialist Four Bailey reportedly exposed himself to hostile fire in order to keep his assigned aircraft flying throughout the fire fight. With total disregard for his personnel safety Specialist Four Bailey abandoned the security of his bunker and ran to the landed aircraft to clear malfunctioning equipment and help load ammunition on the aircraft while continually being subject to intense small arms fire from outside the perimeter. His display of personnel bravery and devotion to duty is in keeping with the highest traditions of the military service, and reflect great credit upon himself, his unit and the United States Army."
