"For distinguished service in the line of his profession, extraordinary courage, and disregard of personal danger while serving as Senior Medical Officer on board the U.S.S. BOISE (CL-47), during action against enemy Japanese naval forces off Cape Esperance, Guadalcanal, Solomon Islands, on the night of 11 - 12 October 1942. After the early part of the action, when hazardous conditions forced him to evacuate wounded personnel from sick bay to the wardroom, Lieutenant Commander Kenney, carrying on until that area had also become untenable, removed them to the galley. There, under adverse conditions and with restricted facilities, he continued to administer to them and others with such superb professional skill that not a single injured man under his charge died as a result of wounds sustained. His cool courage and persistent devotion to duty were in keeping with the highest traditions of the United States Naval Service."
