"For gallantry in action in Germany on 25 February 1945. While leading his squad forward in the fierce fighting for an enemy town, Pfc. Rosencrans encountered a large force of enemy troops preparing to launch a counter attack. He exposed himself to enemy artillery fire to determine the location of the enemy and then quickly organized strong defensive positions and arranged for a plan of crossfire which would menace the enemy's approach. When the enemy launched the assault, he boldly led his men in a furious fight, inflicting heavy losses on the enemy. Private Rosencrans was seriously wounded in this action, but the gallantry, indomitable leadership and heroism he displayed are in keeping with the finest traditions of the American bombat soldier."
