"Major General D.R.D. Fisher performed exceptionally meritorious services to the cause of the Allied war efforts from March 1942 to May 1945. General Fisher, as Director General of Army Requirements, British War Office, was largely responsible for the effective and timely supply of munitions to His Majesty's Forces, and to the Forces of the United States. Through his cooperative efforts, combined production planning was made effective. His exceptional ability and deep understanding of military supply problems contributed largely to the achievements in the field of additional supply. He always exhibited a high degree of friendly cooperation towards the United States and his able administration of the office in which he served contributed immeasurably to the accomplishment of the Allied Victory."
