Citation:
"Distinguished himself by exceptionally meritorious conduct in the performance of outstanding services. On 9 September 1944, while conducting extensive patrol activities South of the Loire River, France, Lieutenant Magill learned that the Commander of a large German force had indicated willingness to surrender to American troops. Although scrupulously avoiding commitments beyond his authority, Lieutenant Magill displayed outstanding initiative and intelligence in establishing direct liaison with the German commander and in arranging a conference which led to the capitulation of almost 20,000 German troops. His effort prior to and during the consummation of this mass surrender were of exceptional merit and reflect great credit upon himself and the armed forces of the United States."
