"The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Navy Distinguished Service Medal to Lieutenant General Delos Carleton Emmons (ASN: 0-2617/A), United States Army Air Forces, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. As Commanding General of the Hawaiian Department from 17 December 1941 to June 1943, Lieutenant General Emmons commanded the Military Forces of the U.S. in the Central Pacific. In his period of command he quickly erected a strong defense of the Hawaiian Area, releasing thereby the U.S. Pacific Fleet for early aggressive action against the enemy; he prepared troops with thoroughness for combat in the South Pacific where they subsequently demonstrated their fighting ability; he administered a territory containing enemy, alien, and American peoples with wisdom, firmness and tact. His leadership, devotion to duty, and ability both as a military officer and as an administrator contributed in a high degree to the successful prosecution of the war in the Pacific Ocean. His entire conduct was in keeping with the highest traditions of the Military and the United States Naval Service."
