    "Brig. LOCKHART was in command of 75 AA Brigade at the commencement of the campaign and brought it ot this theatre in August 1944, when it was first deployed in the important AA defences of the NORMANDY Beaches and at CAEN. In September the Brigade was deployed in the AA defence of OSTEND immediately after the town's liberation, and Brigadier LOCKHART later became responsible for planning the entire Coast Artillery and AA defences of the approaches to the SCHELDT estuary. Hisskulful planning ledto the successful engagement of a number of midget submarines and of enemy aircraft attempting to lay mines, and ensured that the vital port of ANTWERP was not thus closed by the enemy.

    In December he was appointed as Second-Command of GHQ AA Troops. In this appointment he performed very valuable service in liaison with the Naval, Air Force and American authorities. The sound cooperation and mutual confidence between GHQ AA Troops and the two American AA Brigades under command was very largely due to the efforts of Brigadier LOCKHART, whose experience as head of a mission to the United States earlier in the War was of great value.

    This task accomplished, he returned in March to Command of 75 AA Brigade, where he remained until specially selected by SHAEF to head the investigation of secret German rocket weapons.

    His experience and knowledge of AA is exceptional, and a very high reputation has been much enhanced by his work during the campaign. As a Brigade Commander and as Second-in-Command of HQ GHQ AA Troops, he has played a leading part in the AA Artillery of 21 Army Group throughout the campaign."

    "Major General Lockhart has commanded 5 AA Group since November 1947. This Group is a large one that covers an extensive area. It has been due to Major General Lockhart's tireless energy and enthusiasm that he has been able to surmount the many divers problems that have confronted him. Although this has been a difficult period of adjusting the Regular Army to peace time conditions and building up the Territorial Army, Major General Lockhart ha raised his command to a high state of efficiency, which reflects the greatest creit upon himself.

    I consider that he has given service of outstanding merit and I recommend him for the award of the CB."
