"Colonel Jenkins is an officer of exceptional ability as an organiser and administrator. He was called upon to establish a 2000 bedded Hospital at the Convent at LOUVAIN.
To convert a Convent into a Hospital of this size presents difficulties and problems which require initiative, energy, tact and drive on the part of the Commanding Officer, and these attributes were well shown in an outstanding manner by Colonel Jenkins.
An enormous number of casualties, both sick and wounded, have been given care and treatment of a very high order. By his cheerfulness, example and leadership he has surmounted all difficulties and converted this Convent into a hospital second to none.
No praise is too high for the valuable work he has done, much of which depended on his personal drive and administrative ability."
