Lieutenant Colonel Carroll, due to his high intelligence; his spirit of whole-hearted cooperation and selfless devotion to duty in connection with the repatriation of United Nations displaced persons, materially assisted in the success of Allied operations and rendered outstanding services to the United States Army. Untiring in his efforts and diligent in execution, he made possible the attainment of objectives and surpassing importance and reflect great credit upon the Army of the United States."
