For eminent services in wartime rendered to the fatherland, e.g. taking to sea with great skill and determination Our submarine O 23, at the time undergoing final assemblies on the shipyard of the Rotterdamsche Droogdok Maatschappij in the night of May 13 and 14, 1940, without the vessel being protected against magnetic mines while the Nieuwe Waterwag was blocked with mines, the location of which was unknown and while at some places enemy military units were fighting on both banks; furthermore for having taken the vessel to a safe port in England.
