"The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Cavalry) Robert Charlwood Richardson, Jr., United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Richardson organized and conducted with great efficiency the important strategic and tactical liaison service of the 2d Section, General Staff, General Headquarters, American Expeditionary Forces. During the Meuse-Argonne operations he gave proof of notable military attainments and untiring devotion to duty by the efficient manner in which he organized and administered the advanced General Headquarters, rendering services of distinction to the American Expeditionary Forces."
