"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Operations Officer on the Staff of Commander Amphibious Forces, Pacific Fleet, from 9 September 1943 to 20 July 1945. During this period Captain Leith pioneered in the development of new doctrines and techniques for the amphibious invasions of enemy-held territory. He prepared detailed plans for the organization, assembly, and movement of all amphibious assault shipping to the Gilbert Islands, Marshall Islands, Marianas Islands, Iwo Jima, and Okinawa Gunto. At these objectives he directed the movements of all assault and re-supply shipping; he was responsible for the development of basic policies of organization and training for the ships of the amphibious forces and he originated and assisted in executing plans for their successful employment. His exceptional talent for detail and timing contributed immeasurably to the success of the above-mentioned amphibious operations. His personal courage, determination in the face of the enemy and outstanding leadership were in keeping with the highest traditions of the United States Naval Service.
