"Major Harvey was 2nd-in-command of the 1st Bn. The Leicestershire Regt. and then the British Bn throughout the campaign in Malaya except when he has been commanding during the various temporary absences of the C.O. He showed great powers of leadership and first rate judgment in all operations. Extremely cool in action and never "rattled" by enemy fire he set a fine example in his complete disregard for his personal safety. Whenever troops in the vicinity were seen to come under heavy fire of any sort Major Harvey invariably went over to reassure them. His attitude always had a calming and encouraging effect.
He carried out a great many reconnaissances under heavy fire in order to find out the situation when communications with the forward companies had been cut and did invaluable work in guiding the Bn and finding the way through the jungle on more than one occasion. He showed the offensive spirit throughout in a high degree from first to last and it was only a direct order which prevented him going forward in various counter attacks.
Major Harvey's powers of organisation and his unbounded energy and determination no less than the confidence engendered by his personal courage and professional ability were of the utmost value throughout the campaign."
