"Major Hemsley has been SC and DAA&QMG of 185 Infantry Brigade since February 1944 until the Armistice on 8th May 1945. His Brigade during this period have taken every objective that has been assinged to them from their tasks in the Normandy assault phase to the final battles for Bremen in the last days of the war in Europe. This success has been largely due to the brilliant and skillful administrative staff work within the Brigade and for which Major Hemsley has been solely responsible.
HIs successive commanders have had complete confidence in him; no matter what the difficulties, and these at times appeared insuperable, Major Hemsley has overcome them and enabled his commanders to put into operation a plan which knew would never folter on the administrative side. This has entailed for Major Hemsley a great deal of intensely hard work - indeed often beyond what could be expected of any officer; but in spite of the adverse conditions and the difficulties of planning and working in close proximity to the F.D..L.'s - frequently under enemy fire - Major Hemsley has never faltered and enabled his Brigade to have the utmost confidence in his vital contribution to their efforts. Nothing has ever ruffled this officer, neither has any enemy action or mass of complicated difficulties ever impaired his soundness of judgement of administrative plan."
