"for conspicuous gallantry and intrepidity in action as Assistant Approach Officer of the U.S.S. GUDGEON (SS-211), during the first two War Patrols of that Submarine in enemy Japanese controlled waters from 11 December 1941 to 15 April 1942. By his excellent judgment and cool courage Lieutenant Commander Lyon rendered invaluable service in the fire control of the GUDGEON, which resulted in the sinking of 21,400 tons of enemy shipping, while his vessel effectively evaded Japanese countermeasures. His expert seamanship and fearless devotion to duty were in keeping with the highest traditions of the United States Naval Service."
