"For meritorious service in connection with military operations, as British Liaison Officer while attached to the Office of the Chief Engineer, European Theater of Operations, from 25 August 1942 to 6 May 1944. Major Fardell advised and assisted U.S. Army Engineers in liaison matters pertaining to policies, technical designs, construction priorities, acquisition of installations, expediting of constructions, procurement of supplies, and similar problems of actual concern to US and British agencies in the provision of facilities for commendations of US forces in the United Kingdom. His conscientious, capable and sympathetic assistance to the Chief Engineer's Office in contacts with the British War Office was conducive to effective action and the most harmonious relations between the respective Forces."
