"For meritorious achievement in connection with military operations in the Mediterranean Theater from May 1943 to Mahy 1945. Major Cummins established the Staff Message Control Section when Headquarters 15th Army Group was first activated as Force 141 in North Africa. He made a careful and thorough survey of the needs of each section and organized his own section in the manner best suited to meet those needs. All personnel who came into the section were personally trained by Major Cummins, so that each man was was an expert in his own duties and was able to perform satisfactorily the duties of others in an emergency. The resultant organization was a compact, highly efficient unit which operation with a minimum number of men under any and all conditions. Major Cummins worked tirelessly not only to perfect his section but to adapt it to constantly changing conditions, and the very high standard of service furnished by Staff Message Control Section throughout six major campaigns was a substantial contribution to the success of these vital operations."
