MACLEOD has shown an outstanding devotion to duty during the period of his service with Supreme Headquarters and has striven with determination to promote good Anglo-American relationships."

"Lieutenant Colonel Robert B. Macleod, 131863, GS, while a member of the armed forces of the British Empire, distinguished himself by exceptionally meritorious conduct in the performance of outstanding services. During the period 15 January 1944 to 8 May 1945 as Chief of the Civil Security Section, Counter Intelligence Sub-Division, G-2 Division, SHAEF. Lieutenant Colonel Macleod exhibited exceptional organizational abilities during initial production of the Counter Intelligence Brief for France, the basis upon which early counter inteligence operations were conducted after invasion of Europe. Despite severe handicaps in lack of personnel and established precedents, this officer managed to conduct Civil Security operations successfully. His strong personality and devotion to duty have contributed largely to the successful assault against hostile groups within the civil populations of liberated countries and the planning for counter intelligence activities in Germany. Entered military service from London, England."
