"Col Bayliss commanded 73 HAA Regiment from February 1941 until its disbandment in February 1945. The high state of the Regiment's efficiency both in the AA and Field roles was largely due to Col. Bayliss's keenness and personal example. Although his Regiment had been overseas for 3 years, including one long and uneventful spell in SICILY, their interest in their work never flagged and at the end of their period as a Regiment in support of the IV US Corps in the SERCHIO VALLEY the Regiment gave an excellent [...] of themselves and received high praise from the Americans. Their high state of training and fine spirit was directly due to Col. Bayliss who had shown himself to be a Regimental Commander of outstanding ability."

In fulfilling his mission, he demonstrated excellent organization and technical ability as well as exceptional [..] and understanding. He maintained a well-balanced, well-planned and coordinated artillery support in spite of the many differences in equipment, methods, and personnel which compromised his command. His work at all times was outstanding and a distinct credit to the Allied cause. Entered service from Walsall, Staffordshire, England."
