"Lt Col Taylor has been AAG of HQ 3 District since its formation in Middle East on 9 December 1943. The HQ on first arrival in CMP was located beside HQ 2 District, as the latter HQ was temporarily without an AAG, Lt Col Taylor took over those duties until this HQ opened, a matter of 6 weeks. During this very short time he organised the "A" Branch of HQ 2 District and Major General Dowler, Comd, 2 District, reported that Lt Col Taylor had accomplished this task most efficiently and produced and organisation which could carry out its duties expeditiously and well. As AAG at this HQ, he has had, in 3 1/2 months, to deal with, in addition to normal "A" matters, 243 Courts Martial cases, 258 conversions of Units to new WEs, and over 200 Courts of Inquiry. Though various changed of staff he has had to carry out the majority of "A" work personally and has, by his excellent ability, been able to do this with the most efficient results. Amongst other tasks which Lt Col Taylor has carried out, in addition to his normal duties has been, in conjunction with HQ AAI, the re-organizsation of the means for holding soldiers, both awaiting trial and serving under sentence. The state of affairs in the District was far from satisfactory, but Lt Col Taylor has now, from the District point of view, been able to effect various changed and produce an efficient and workable solution to most difficult problem.

I consider Lt Col Taylor has well earned the award of OBE."

"Lieutenant Colonel Herbert Bryan Taylor, O.B.E., T.D., Yorkshire Hussars, Royal Armoured Corps, displayed exceptionally meritorious conduct in the performance of outstanding service as Assistant Chief of Staff, G-1 (British) Headquarters Berlin District during the period February to May 1945. Having a keen perception of the important problems involved, and aided by fine technical backgrounds in general staff operations, he was of great assistance in organizing a staff of United States and British officers on an integrated basis. Following the initial organizing of planning staff, his detailed knowledge of personnel matters, coupled with broad experience in related fields, was of major assistance in developing and completing an important organizational and operational plan in outline, and later in detail. Throughout this period he contributed much to a mutual understanding between the American and British elements of the integrated stadd, thereby further assisting in the successful accomplishment of an important service."
