"For conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. Santa Fé (CL-60), in action against enemy Japanese forces, 13 to 17 October 1944. Skilled and courageous in directing his command in its assigned missions to protect the withdrawal of two severely damaged ships (U.S.S. Canberra and U.S.S. Houston) from enemy infested waters, Rear Admiral Wright contributed essentially to the expeditious accomplishment of his hazardous salvage operation, providing efficient and effective support against hostile air attacks and making possible the successful reclamation of the damaged ships. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of the United States Naval Service."
