"For meritorious achievement in connection with military operations against the enemy in Italy from 25 January to 8 May 1945. As Deputy Director of Supply and Transport of British units assigned and attached to the United States Fifth Army, Lieutenant Colonel Wintle, by his coordinating ability and willing cooperation made possible combined effort in the supply of bulk gasoline, thus assuring an economy of transport and a guarantee of an adequate supply of fuel to the combat elements of the Fifth Army. Through his outstanding efforts the successful and rapid advance of the Fifth Army, culminating in the defeat of the German Forces in Northern Italy, was made possible.
