"Lieutenant Colonel E.R. Vickers distinguished himself by meritorious service in connection with military operations from August 1942 to December 1944 as Assistant Quartermaster General at Northern Command in England. During this period he was responsible for coordinating and assisting in all the accomodation problems in Northern Command that affected Eastern Base Section. His work should be particularly emphasized with regard to the port of Hill and the accomodation problems that had to be faced on the arrival of the 82nd and 101st Airborne Divisions. His tact and cooperation were outstanding and it was largely through his efforts that the Forces of the American Army were successfully fitted into the command without causing immense difficulties with the British Troops already in occupation. Lt. Col. Vickers contributed substantially to the successful operations of the Eastern Base Section."
